Every crawl run counts its pages against the monthly crawled URL allowance: the first crawl, each manual re-sync, and each scheduled refresh. On the Developer plan, crawling and parsing stop at the included pages unless pay-as-you-go is on with a payment method; otherwise upgrade to Hobbyist.
